I was just re-watching Michael Vincent's Penguin Lecture and in the discussion on the double lift, Michael mentions Dai Vernon's Simulated Push-Off.

Is this the same thing as the Vernon Push-Off (I have an Alan Ackerman video teaching this) in the context of the double turn-over?

A simulated push-off is intended to make a DL (or DPO in this case) look the same as pushing one card off with your thumb such as in dealing. Done well, the thumb stroke adds to the naturalness and helps sell the move. If you are going to work on it, try pushing off a single then try to mimic that.
